Managing Director: Ir. Lee Thim Loy

Ir. Lee Thim Loy has more than 40 years experience in the wastewater industry. Ir. Lee holds a Bachelor degree in Chemical Engineering from the National Taiwan University, Taipei in 1971 and a Master degree in Environmental Engineering from the Asian Institute of Technology, Bangkok in 1973. He is a member of the Institution of Engineers, Malaysia and a registered Professional Engineer with Practising Certificate from the Board of Engineers, Malaysia.

Ir. Lee’s experience ranges from the design and construction of network pumping stations, oxidation ponds, aerated lagoon system, rotating biological contactor, oxidation ditch, extended aeration activated sludge system, and intermittently decanted extended aeration (IDEA) activated sludge treatment system for sewage treatment.

His portfolio includes involvement in the Sewerage Master Plan Studies for townships of Shah Alam, Seremban and Bintulu in Malaysia. His capabilities extend into the treatment of palm oil wastes besides related environmental consultancy for industrial effluent surveys, wastewater flow analyses and wastewater feasibility studies.

Ir. Lee’s noteworthy experience includes as a Principal Investigator in the Palm Oil Waste Treatment Project in Malaysia and in Thailand, a project sponsored by the International Development Research Centre, Canada, and undertaken by the Asian Institute of Technology, Bangkok, in association with the Department of Environment, Ministry of Science, Technology and Environment, Malaysia from 1979 to 1981.

Executive Director: Ir. Low Beng Peow

Ir. Low Beng Peow, has been in the environmental engineering industry for more than 40 years. Ir. Low holds a Bachelor degree in Chemical Engineering from the National Taiwan University, Taipei in 1971 and a Master degree in Environmental Engineering from the Asian Institute of Technology, Bangkok in 1973. He is also a registered Professional Engineer with practising certificate in the discipline of Environmental Engineering with the Board of Engineers, Malaysia, a fellow of The Institution of Engineers Malaysia as well as a Qualified Person under Suruhanjaya Perkhidmatan Air Negara (SPAN).

Ir. Low’s experience covered the study, design, construction, implementation and management of sewerage system including sewage treatment plants, pumping stations and sewer networks. His noteworthy experience includes involvement in the multi-million ringgit Kuala Lumpur Sewerage Project financed by the International Bank for Reconstruction and Development in year 70’s, and successful completion of not less than 500 projects since the incorporation of Envitech in year 1984.

Technical Manager: Ir. Teh Heng Kee

Ir. Teh Heng Kee has over 24 years of experience in sewage treatment processes. His experiences include design, procurement, supervision, installation, training, testing and commissioning of various types of sewage treatment plants. He has spoken at various conferences that include 5th Asia Water 2008 Conference at KLCC and World Water Day Conference 2012 at Sutera Harbour Resort, Kota Kinabalu, Sabah.

Ir. Teh obtained a Bachelor degree in Chemical Engineering from the Universiti Kebangsaan Malaysia in 1996. He is a registered Professional Engineer with practising certificate in the discipline of Chemical Engineering with the Board of Engineers, Malaysia, and is also a member of The Institution of Engineers, Malaysia.

Head of Department: Ir. Allan Gan

Ir. Allan Gan has more than 16 years’ experience in sewerage works. He conducted trainings organised by Association of Environmental Consultants and Contractors of Malaysia (AECCOM) from 2010 until 2016.

He is a registered Professional Engineer with practising certificate in the discipline of Environmental Engineering with the Board of Engineers, Malaysia. He is also a member of The Institution of Engineers, Malaysia. He holds a Bachelor degree in Environmental Engineering from the Universiti Malaya in 2001 and a Master degree in Business Administration from the Universiti Putra Malaysia in 2008.

Senior Project Manager: Mr. Albert Lam

Mr. Lam started his career as Project Engineer for North South Highway and Gombak-Karak Highway. He then worked for Messrs. Vista Mewah Construction as Project Manager in 1996. He joined Envitech in 1998.

He holds a Bachelor degree in Civil Engineering from the Universiti Teknologi Malaysia in 1990. He has over 27 years of vast experience in the area of project management including planning, procurement, implementation, testing and commissioning of sewage treatment plants.

Senior Project Manager: Mr. Kang Tay Ou

Mr. Kang was formerly attached to and held various positions in Messrs. Dunham Bush Industries Sdn Bhd in 1996-1999, Messrs. Johnson Fluid Engineering Sdn Bhd in 1999-2001 and Messrs. Pumpen Engineering Sdn Bhd in 2001-2003.

He then joined Envitech as Project Manager in year 2003 and was later promoted to the post of Senior Project Manager in 2008. 

He holds a Bachelor degree in Chemical Engineering from the Universiti Teknologi Malaysia in 1996 and has a Master degree in in Business Administration from the Universiti Putra Malaysia in 2003. He has over 20 years of vast experience in the area of project management including planning, procurement, implementation, testing and commissioning of sewage treatment plants and gravity sewer lines using pipe jacking method.

Senior Project Manager: Mr. Vicky Chew

He holds a Bachelor degree in Environmental Science from the Universiti Putra Malaysia in 2000. Prior to his appointment in Envitech in 2008, Mr. Chew has earlier spent 2 years of his career with Messrs. Best Lineteves Sdn Bhd, 1 year with Messrs. Muara Teliti Sdn Bhd and 6 years with Messrs. Loyal Wastewater Engineering Sdn Bhd.

His 17 years sewerage industry experiences include design, liason with authorities, project management, project implementation, testing and commissioning of sewage treatment plants as well as gravity sewer systems using both open cut and pipe jacking method.
